The NERC Executive Board (NEB), using its sub-groups when necessary, provides advice to the Chief Executive on development, implementation, monitoring and reviewing of NERC's internal processes, procedures and policies . The Chief Executive is responsible for deciding upon the final course of action and will receive progress updates from NEB.

A recent example is the NERC IT strategy, which was approved by the Chief Executive in December 2006. NEB sub-groups carried out detailed work to put together a proposal. NEB discussed the principles involved and then recommended to the Chief Executive that work could progress to the next stage. Although the NEB sub-group will be responsible for implementing the next stage, the Chief Executive is ultimately responsible for ensuring that it is delivered.

External

NEB retains its key advisory role to the Chief Executive in developing, implementing and monitoring and reviewing processes, procedures and policies which have an impact outside of NERC. However, Council retains its decision-making role in this area with advice from the Chief Executive.

The Council Audit Committee also has a role in advising Council on the effectiveness of these processes, procedures or policies and the Chief Executive will receive progress updates from NEB as part of his monitoring and implementation role. NERC's ethics policy, was developed following this approach in 2004-2005.
