Portfolio planning and management

Portfolio planning and management (PPM) ensures that our investments are aligned to NERC strategic priorities. It does this by translating these priorities, and other strategic targets, into clear action plans for developing and managing the portfolio of investments. For example, this process provides plans to commission new investments.

How PPM is applied

A 'portfolio map' is created by mapping all our existing investments against NERC's strategic priorities and different types of investment (eg research programme, national capability, responsive mode research, training, knowledge exchange).

We then identify where there are gaps and overlaps, as well as investments that do not contribute directly to NERC's science priorities.

Action plans for commissioning new investments and redirecting or ending existing ones, are developed based on:

  • the portfolio map
  • information from stakeholders
  • information from horizon scanning
  • financial factors
  • non-financial factors (eg strategy implementation targets from Council, infrastructure and other capability)

NERC's achievements are continually mapped to show how each NERC investment is contributing to our strategic priorities. This helps NERC decide where to set new strategic priorities.

Who will deliver and use PPM?

PPM provides corporate visibility (eg to Council, the Chief Executive and the Science & Innovation Strategy Board) of NERC's entire investment portfolio.

Theme Leaders play a role in portfolio planning and management. They lead in both the development of theme action plans, and in monitoring NERC's progress in delivering against these plans.

A national capability advisory group will play an equivalent role in developing and monitoring a national capability action plan.
